What does "Fr Registration Renewal" mean on a suspended driver license?

I was trying to renew my license in a different state, and had them tell me that Florida wouldn't clear it in the system. So I did a driver license check on the FL website, and it says my license is suspended because of "Fr Registration Renewal".

What on earth does that mean? Right now my car registration is up to date as far as I know, I paid for it last year when it was due...?|||Failed Renewal....You needd to speak with someone at the Fl DMV to see what is going on.

But......How did you think you could renew a Florida license (or registration) in a state other than florida?|||For anyone else reading this question, just wanted to point out that actually, this was the wrong answer. As oklatom kindly pointed out to me later, FR stands for "Financial Responsibility", which means the insurance lapsed.
