What kind of license do you need to send a weather balloon or a device 20 miles in the air.?

Our teacher at my high school gave us a project to send a device and a living thing like a insect or like a mouse 20 miles in the air, take pictures of the earths crust and then retrieve this device and i was wondering if we need a license or some sort to go that high into the air and i guess there are rules saying that you can only put these insects and stuff that high. thanks|||a plane flies at 30,000 feet which is about 5 miles.. i don't think you guys would actually be able to put something short of a spaceship 20 miles into the air... sorry.|||Both answers are incorrect, and fortunately the asker knew that. Weather balloons most certainly can and do float to altitudes of twenty miles. The average bursting altitude of a weather balloon is 90,000 ft, or 17 miles up. Scientific balloons go even higher, upwards of 130,000 ft.

|||Rediculous. She probably wants you to make an experiment on how you would do that. How would you even get an object that high?
