Is this legal in the McHenry County area in Illinois?

Ok so me and a friend were in the woods looking for pop cans (We believe 2 kids can help the Earth and earn money at the same time) and we came across a deer-hunting rack. One of those things that you put up in a tree so deer can't see you, but you can kill them. Is it legal to have one of those? And I know that the person didn't have a license to hunt deer, because you can't do that in my town.|||Try the local Game Comission office
