How on earth do you get UK I.D?

My son needs a form of I.d. He has applied for a UK Citizenship card which requires a further form of ID, passport drivers licence etc..He doesn't have any of these because when he has applied for them they also require another form of ID! He has tried his doctor, they can't do it because they(the doctors) change every five minutes, he has tried the bank(he has a bank account) they say they must know him personally, same with the solicitors and he is not known to the police. What passes for I.D in the UK these days? I notice Asylum seekers have no problem getting ID! What can we do? Any help is appreciated. Thanks|||You could show a birth certificate.|||Easy!
