What state allows marriage to non U.S citizen?

Hi All. I am trying to find out whether you can get married to a non-u.s citizen who has no ID and social security number and in what states? I live in NY and I am trying to help a friend who has been turned down a marriage license as her fiancee does not have any US ID or SSN. I am really confused now, - how on earth do all the other millions of illegal immigrants get married ? Is this a law ONLY in NY or perhaps the person at City Hall was just being rude? Any advice,help would be appreciated!|||I know in Kentucky and Florida you can get married. I'm sure there are other states as well. A lot of places it's okay if you don't have a social security number, but most people do need to see some type of picture ID card with your name on it. Do some research on the internet. You'll find something.|||chicago thats right, they only ask u for 2 types of id foreing pasport and birth certificate, if they are in other lenguage u can have them traslate in english. no SSn require. 100% sure.

|||can you say Post 9-11 Homeland Security Legal Changes???|||everyone|||All States|||Probally Vermont.......and by the way, most are married when they sneak over and then claim 5 or 6 kids for us to support.|||You have to have ID to be issued a license... I don't know of any state that would issue one to a Non-person... You are a Non-person if you do not have an ID .... You cannot even get a death certificate if you do not have a ssn... Illegal aliens are not dumb enough to go to the authorities for a marriage license ... they "shack -up"... it makes the female more qualified for our government Aid Programs.
