Should all people on Earth require a license to have children?

Considering the psychological ramifications to a grown adult by having a bad childhood due to essentially bad parents(think global terrorism, poverty, and social injustice), and our modern day technology to inhibit pregnancy as temporarily as we seem to please, should people have to pass a test in order to have children legally. If so what kind of psychological as well as physical and provisional things on this test should be absolutely necessary for pass or fail results?|||God, YES! Any moron can have children, and they usually DO have children, so yes, having to pass a test would be a blessing to all. Especially considering that adequate parentling has gone to hell over the last few decades.
